Make a Bipartisan Governance Pledge to Restore Fiscal Debate and Deliberation to the US House of Representatives.

Whereas the majority controlling the 113th Congress United States House of Representatives has

A. diminished the full faith and credit of these United States by putting our national debt into perpetual question,

B. damaged our union through indiscriminate spending cuts detrimental to our national defense, economy and governmental duties, and

C. failed repeatedly to pass Constitutionally mandated appropriations bills in a timely manner,

We petition for a Presidential pledge to:

Refuse discussion and approval of any House appropriations bill lacking minority support equal to that required to over-ride a Presidential veto, currently 58 members (435 x 2/3 - 232),

Until such time as the rules of the House foster commensurate bipartisanship.
