Our nation constantly faces blood shortages, which can cause the cancellation of elective surgeries and the death of patients during emergency surgeries. There has been some controversy about incentivizing blood donations: namely, that paying blood donors will attract people with unsuitable blood, or "junkies" who are willing to sell their blood to finance their addictions. Others argue that blood donation is a gift freely given, and shouldn't be cheapened by payment.
A simple solution is in the form of tax deductions. Donors can choose to claim this tax deduction or not, depending on their beliefs. Junkies aren't likely to have taxable income.
