Make bullying in high schools punishable by the federal government and not dealt with only by the schools.

People in high school are old enough to realize the harm they are doing to a person when bullying them. Schools mainly deal with punishments and the punishments from the school are not enough. These students should be punished by the government, making less incidents occur because of harsher punishments.
