Bullying is a much larger issue than people believe, recently, in my local town of less than 2000 residents, two teens committed suicide due to bullying. Raising awareness that make bullying and hate crime punishable by fees I believe would lower hate crime because it won't be so easy to get away with. There is too much hate that goes on, we can put an end to it.
