Four men admitted kidnapping, torturing and killing U.S. Citizen Albin Rak in Zihuatenejo, Mexico. They confessed that Albin's neighbor, Canadian Cyril Francis "Frank" Sheppard hired them to do it. They stated that after several hours of torture, they brought Frank to see their work before ending Albin's life. Frank has left Mexico and is reportedly hiding in Nova Scotia. Make Canada and Mexico bring an alleged murderer of a U.S. citizen to face justice in Mexico. In Mexico, it is case number AZUE/SC/02/0121/2014.
