In order to protect the general public from adverse legislation, all elected members of the United States Congress and Senate, as well as, the Vice President and President and all cabinet head appointments, shall be required to submit to alcohol and drug testing on a regular basis (every 30 days.) Any member testing positive for an illegal substance, or is found to be impaired on government property, shall be required to:
1. Seek professional medical treatment for drug and alcohol abuse on an inpatient basis for no less than 28 days.
2. Pay a fine: First offense $2,500.00. Second offense $5,000.00. Third offense, impeachment.
3. Preform community service work related to helping other drug addicted or alcoholic people for the duration of their time employment with the federal government.
