Make capturing marine wildlife in the US illegal

Currently, in the US, there are no laws making it illegal to capture marine life such as dolphins and whales. The Marine Mammal Protection Act (MMPA) only stipulates that the capture of wild dolphins and other marine mammals are acceptable as long as the individual applies for and receives a permit from the National Marine Fisheries Service (NMFS). Permits are granted for either scientific research, public display, accidental captures by fishermen due to nets, and conservation. In the past 10 years especially, it can be noted that large companies (such as Sea World for example) are using these animals merely for prophet. "Public display" is only a fancier way of saying "exploitation" of the animal. In order to conserve and PRESERVE these animals they must remain in the wild.
