To make car insurance companies stop extorting money from the public

Auto insurance companies are extorting money from the American public. To give you an example, someone whose license has been suspended because of medical reasons or because of nonpayment of child support has the same penalties imposed upon them by their auto insurance company as someone whose driver's license was suspended because they have a reckless driving record drunk driving or multiple tickets, once their drivers license is reinstated. How is it that they get by with considering someone a liability to their company when said persons suspension is not due to driving. They throw everybody in the same category without reviewing the driving record and that is unfair and it is extortion because you have to have insurance to drive an automobile under the laws of the State of California.
