Make any CDL with a hazardous materials endoresment act in the same way as a TWIC card at a port or marine terminal. The backround checks for both the twic and a hazmat endorsement are the same, both require one to provide a complete set of fingerprints and have the same disqualifing offenses. A cdl with hazmat should be made to be compatable with the twic scanners at port in the same way as the enhanced dl works as a passcard for land and sea travel. This would reduce paperwork, reduce work time lost obtaining the seperate twic card and save the driver money, even if the twic enhanced cdl cost a bit more than a regular cdl.
