Make cell phones disable the use of texting over 10 mph to end texting and driving.

in 2013 23% of all traffic accidents involved cell phone use. That is 1.3 Million traffic accidents.

For every 6 seconds of drive time, a driver sending or receiving a text message spends 4.6 of those seconds with their eyes off the road. This makes texting the most distracting of all cell phone related tasks.

We need to limit what can be done on cell phones by the drivers of vehicles.
