Make a certain brightness blue headlights illegal that comes on new cars lately. Very blinding headlights on cars

A lot of cars manufacturers started to adapt to a very eye blinding headlights (from a opposite person driving). Make a certain amount of light available, create a label graph for headlights. This is very big issue, the new cars come with halogen lights that are terrifically bright at night which blinds people on other side.This stated about 2 years ago on new cars and now every new car has very bright halogen bluish lights. Need this fixed especially in California because most people are driving new cars. They are brighter than low beams at most times even.
