The countries called "the third world countries" must be given equal chances to implement new tactics in education and providing jobs for their highly skilled educators,they should be given chances to seek something form the modern countries,like the U.S, U.K and the E.U.
Obama administration must not take the responsibility for the poor countries not ready for he reforms for the betterment of their people, Iraq, Afghanistan, and Pakistan are the examples of such countries.
The White House should facilitate only those countries whom are ready to pave the way toward the Peace on Globe with their public,mentors,youth and needy,otherwise i am afraid it could be a reason of a great budget deficit for the year 2012.
