Make changes to the National School Lunch Program to help reduce hunger pangs among students due to lack of carbohydrate

I, your ordinary citizen, would like to point out a main reason why despite the National School Lunch Program to where there are hunger pangs, and one of the large assumption is based upon the lack of carbohydrates needed by the body for the food to act as fuel and Fruits and Vegetables doesn't last sustainable enough hence the reason why eating something from the Grain slot of the food pyramid gives sustained energy. Also, the limit on calories is the main killer despite the promotion for snacks which clearly offers no help if a school is unable to do such action.
