I believe that before we as a nation confront the issue of legalizing gay marriage, civil unions should be legalized in all states for same-sex couples. Civil partnerships are not legal in Pennsylvania, which means same-sex couples cannot receive the same benefits, such as insurance and tax benefits as those in a civil union or marriage.
