It is the right of every law-abiding American citizen to own and carry firearms as defined in the 2nd Amenedment. "A well regulated militia, being necessary to the security of a free state, the right of the people to keep and bear arms, shall not be infringed." Instead of letting individual states to regulate and decide who carries concealed. It should be a federal controlled matter. For those states who currently have a CCW or open-carry law they should remain as-is. States such as Hawaii, Illinois, etc should be a Shall Issue state and not a May Issue state.
