Make Congress accountable for any Fiscal deficit

To provide accountability, the following should happen; In any fiscal year when spending exceeds revenues, the amount spent over revenues will be paid proportionally by each member of Congress. To provide an incentive for frugality, when revenues exceed expenditures in any fiscal year, 20% of the excess will be distributed equally to each member of Congress. The 80% remaining will be used to lower the National Debt. Without some type of accountability Congress will continue their insatiable appetite for spending , they will continue to borrow, and they will bankrupt our children's and grandchildren's future.
