We should vote to make congress take an exam on every national bill to make sure they understand the bill's position and negative consequences. They should also write an essay showing their knowledge on how it affects all classes in America. We should bring in University professors to proctor the exam and watch for cheating. If any member does not pass the exam then they cannot vote on the bill.
