make congress a "performance based pay" position.

President Obama's "super commitee" was tasked with deciding on a fair budget that would cut equal amounts from all areas of government without crippling our military. Those members decided to go golfing instead of doing their job. Those members have not had any negative actions taken against them and if they were voted out of their respective offices they would still make the same pay for the rest of their lives. they should be punished as any other American would be if they showed such desregard for the duties assigned to their position.
Make all of congressional pensions based on longevity and performance like all other jobs and force them to take an immediate pay cut to help with the deficit.
