Create legislation which will prohibit Congress from using monies from the Social Security and Medicare Trust Fund for everyday program funding. This money is accounted for separately but then thrown into the day to day account allowing use of these monies for whatever they deem necessary. This needs to stop for this is one of the main reasons that the fund is in trouble.
Next Congress needs to setup a repayment schedule so that these two programs plus Medicaid will get a big shot in the arm from these monies. It was taken over a period of 40+ years but the sooner they start repaying the sooner we should start seeing some help in the budgeting problems for these agencies. The Sooner The Better!!
