make congressional pay performance based, in that legislators should perform their lawful duties

Our legislators are expected to perform duties such as creating budgets and writing laws...yet they have been known all too recently as the "Do Nothing" congress (Last September, they split DC in record time, leaving a LOT of legislation unfinished!). If a regular employee pulled such a stunt, they would be counseled, reprimanded, even fired. Instead, these same people get re-elected, and the cycle continues.

If Congress controls the "Power of the Purse", it is time we the taxpayers started cutting their allowance. If they cannot pass budgets or laws, or otherwise perform the duties they swore to execute, then they should be docked likewise in pay.
