Make Congressional Stagnation Grounds for Impeachment Among The House of Representatives and the Senate

If a member of Congress, either a Senator or a State Rep. refuses to compromise or is at fault for intentionally causing stagnation on a important bill or proposal, solely for the purpose of partisanship

This will be grounds for impeachment.

There will be a two "strike" rule.

If a member of congress is found guilty of purposely delaying a proposal by the President and/or is responsible for the denial of the bill in a tie-break situation influenced soley by Partisanship,

The member will have a chance to defend their stance,
If found guilty again the member will be immediately removed from office.
