We the people petition the Obama Administration to make Congress's pay completely perfomance based until they can compromise on a deal that benefits the American people as opposed to propelling their own political career.
Perhaps if they start getting paid like the average American they'll start thinking like the average American and can therefore come up with the deal that benefits the average American.
