Make a constitutional amendment requiring congress to balance the Federal Budget every year

We cannot allow Congress to continue irresponsibly spending taxpayer money. Their job is to balance the Federal Budget. They "try" each year but seldom succeed.
We need a Constitutional Amendment expressly prohibiting failure to balance the federal budget, with provisions allowing increased spending in case of an emergency, such as war or a serious economic downturn, and cutting funding for Congressmen's salaries after spending more than the budget allowed while not in a state of emergency.
Historically, national debts have ended in disaster. The Ancient Romans' debt crushed their society; Germany's tremendous debt in the 30's led to outrageous inflation.
Our government continues to put off acting on this issue. Our debt is like a balloon we keep inflating. When will it burst?
