Make continued aid to Israel contingent upon ending new settlement construction

For decades, Israel has continued to confiscate more land in the West Bank and build settlements. Because there is no price for this, Israel has no real incentive to negotiate a two-state solution. The U. S. routinely decries new settlements as an impediment to peace, but does nothing concrete to force Israel to stop building them. This must change if we are to ever see peace in the Middle East.
