Make the current voluntary judicial clerkship hiring guidelines mandatory.

The current system for selecting judicial interns is voluntary and at risk of collapsing altogether. A "race to the bottom" would privilege already connected students and encourage the hiring of less experienced but more elite clerks. Making the voluntary system mandatory would allow greater access to clerkships based upon merit.
