Make DDOS Attacks a Form of Legal Protests (If Non-Malicious)

In this time and age, it is being increasingly difficult for people to protest online... legally. One of the ways that many activist groups have protested, has been through the form of DDOS attacks. DDOS attacks are when multiple users flood a server, until the max. capacity has been reached, rendering the server useless. This is similar to a strike or boycott outside of a physical front, however, in this case, it is unjustly illegal to do so. Help online activists out by making DDOS attacks, if non-malicious, legal.
