In exchange for spending to be used to create green energy sources. Primarily in states that would express interest, and would be a good source. Tide plants along the coast states, wind plants on mountain ranges and offshore, and solar plants in the midwest.
Although some would be against the opening of oil and coal, it may be the only way to have approval for green energy funding with the conservatives.
