The art of playing Poker, in particular, "Texas Hold'em", clearly requires skill to participate and should not be considered gambling. The Commonwealth of Virginia continues to "flip-flop" on the matter. In 2005, in Portsmouth, Virginia, the Commonwealth Attorney allowed the sport to exist saying he believed the game to require some skill to participate and because he received heat from Richmond, he flipped his original opinion and basically now says it is gambling. If Bingo is not considered gambling then neither should Texas Hold'em be considered gambling. Since the individual state cannot accurately rule, maybe the the office of the POTUS can.
