Make the delivery of phone books an "opt-in" program to reduce unnecessary waste.

Most Americans no longer use phone books. A quick internet search shows many people find that phone books can serve a more practical purpose being used for karate training, target practice, furniture repair, or as a pet's chew toy. The delivery of these unwanted, bulky books causes unnecessary amount of waste. Many of these no-good, wastes of space go straight from our porch to the trash (most of them aren't even recycled.) Disposal and recycling of all of this paper costs money and has a huge impact on the environment. By changing the program to an "opt-in" delivery system, this waste can be eliminated and those who prefer to use phone books can still receive them.
