Make the Department of Child Services do their job

A young boy was killed in Indiana 3 years ago after years of abuse. DCS said "If we don't see evidence of abuse, and no one admits anything is going on, there is nothing for us to do." If you see signs of abuse as was the case with this child why can't DCS step in and do what they think is best and not go by what they were told? It is time for DCS to be able to take the child into state custody if they have a extremely warranted suspicion of child abuse. This boy was visited for 10 year, why couldn't they do something?
