Let's make "Dia de Halloween" an official holiday on the last Saturday in October and will be when trick-or-treating, costume parties, and Halloween festivities are celebrated. This allows people to plan parties and activities for the full day, and prevents the working folks from having to rush home during the workweek and condense the celebration because of a "school night". Moreover, it allows businesses and organizations (like restaurant, bars, churches, etc.) to better capitalize on a weekend crowd and attract more people. Halloween can still be the religious celebration of "All Hallows' Evening" celebrated October 31st; however, the "commercial" aspect of the holiday can be moved to the last Saturday in October to allow for more time to appreciate the activities.
