The welfare system is in dire need of reform. There are too many people on these programs who do not "need" the benefits. They should not be able to open new credit cards, apply for credit limit increases, take out loans, apply for mortgages, etc. if they cannot afford food/necessities. Those who "can" afford to live without these benefits would not be so apt to take advantage of the system if it affected their credit score. Those who genuinely need the benefits should care less about their score if they are truly in need of food/healthcare, etc.
