If states do not want to afford the rights of marriage to all then the select few who have that right should be held to a higher accountability. There should be restrictions on couples being allowed to reap the benefits of a marriage and then just walk away with tax payers money. In any system their are flaws this is one of them. A married couple receive higher tax breaks then a cohabitating couple. In most cases cohabitating couples receive no benefits at all and have to pay higher taxes. If religion wants to play a role in dictating individuals life then they should not be able to leave these with out some form of punishment. If not make it illegal then make them pay a penalty for leaving a marriage.
