Make domestic violence a felony offense for all states and make each convicted person take domestic abuse classes.

We would like Domestic Abuse to be made a felony offense. Understanding that the first offense should still remain a misdemeanor because people can be rehabilitated and given a second chance however after that it should be made a felony conviction. It also should not be allowed to be dismissed by the victim themselves due to the fact that most victims dismiss these cases because they have been forced to do so by the abuser.
