Welfare recipients, for the most part, are good people who are in need of help. There are some, however, that take advantage of they system and use their welfare money for unnecessary/illegal items, such as alcohol (unnecessary) or drugs (illegal). To help combat these people, make a drug test mandatory once a month for the duration of their time receiving welfare.
