Voters should have time to understand the effect of changes in the laws, rules or regulations on the voting rights of all citizens before the change becomes effective. This would prevent anyone from passing a law, rule or regulation that is designed to disenfranchise or prevent any voter from exercising their right to vote.
In the 2012 Elections many attempts were made to limit the votes of African Americans, poor, and disabled persons. This included veiled threats using signs pertaining to voter fraud in certain neighborhoods, some of which were not true.
