EG&G Special Projects was active on DOE property from 1955 to 1995. It would seem that this would qualify the as a division of EG&G as a captive contractor. And EG&G was granted SEC status and a division of a "mother" can not make or sign off on contracts, or make expenditures with out approval of the major corporation. I know this because when it became time to resign the contracts the CEO from Boston Mass. was flown in and I had to escort him to the headquarters building because he was not cleared to have access to the base .
