Make Election Day A Paid Holiday with Pay contingent on Voting.

Low voter turnouts pervert democracy by giving a proportionately stronger voice to determined minorities. Making Election Day a paid holiday accomplishes higher voter turnouts in two ways: a) Voting isn't competing with work hours, and b) making pay for the holiday contingent on proof of voting make voting a choice with incentive.

Election Day would still be a holiday. Pay require a free choice. Some Americans may choose to waive the pay. Most would not.
