make EPA an advisory agency and give the states the final say on environmental regulations and enforcement.

The EPA should have an advisory capacity only and the states should assess the environmental impact of activities within their borders and enact and enforce regulations that they deem necessary. This would remove the ability to use the EPA as a political tool of the federal government and help make the agency a servant of the states, not their master.
