No where were these offenders taught how to think responsibly about right and wrong in an academic atmosphere, and are now commonplace is society. Many of these offenders were taught at the elementary level the basics in societal values, but were not taught or informed about the complex situations in decision making that can occur once you become a participant in societal welfare and economics.
