Make every vote actually count. Any candidate getting 49% of a state's vote should get 49% of the state's electoral vote

In any Presidential election, the losing candidate's votes do not count. It should be that if any candidate gets, for instance, 49% of a state's vote, then he/she should get 49% of that state's electoral votes. That way, everyone's vote counts. This could be calculated by the state's total votes or by individual counties within the state. This way a larger county cannot negate the votes of a smaller county or vice versa. This ensures that the candidates must canvas for the votes in every state and not just the ones that may be close for he/she. If a candidate wins 50% of the counties within the state, then that candidate receives 50% of the states total electoral votes. Any excess votes go to the highest percentage candidate. Really, make every vote count.
