In short, make an explicit exception to the Partial Nuclear Test Ban Treaty allowing for nuclear explosions used in propulsion at a safe distance from planet Earth. This would enable us to make good use of all the nukes we have lying around, and make exploring the solar system and our galactic neighborhood much more realistic. Have international oversight, perhaps.
