Pass a law to limit the volume of noise that can be emitted by a non-licensed source.
Excessive noise is an invasion of privacy..In particular the trend toward the use of "Sub-Woofers" in cars and trucks but also in other circumstances such as private residences who play their music on sound systems which can be heard blocks away.
More and more frequently sleep, and even casual conversation in a cafe, is being disrupted by sub-sonic "Thumps" of drive-by vehicals and s neighbors with sound systems that are more suited for nightclubs, or even stadiums. Surely there should be a limit on how loud a sound source can be without requiring a license?
Or can I buy a huge stereo system and park my truck close to the Whte House and play my music at 3am?
