Make excessive sagging a punishable offense

I'm tired of going out and seeing people have their pants around their knees and their underwear showing I think it should be considered public indecency and the person should recieve a fine I don't think anyone should have to serve jail time or get a criminal record for it but if they become a repeat offender the fine amount should increase
