Exotic animal Regulations should be less stricter in California and other states where most exotic animals are illegal or banned. Trading, selling, Buying, and owning some exotic animals that don't represent much or no danger at all, should be allowed with an appropriate permit.
Some Exotic Animals that should be allowed to own with a permit, and are banned at the moment in California and some other states are:
Primates
Insectivora (hedgehogs, shrews, moles)
Marsupialia
Chiroptera (bats)
Perissodactyla (zebras, horses, rhinos);
Reptilia (caimans, crocodiles, or alligators but only medium-sized or dwarf species; some snapping turtles; etc.
