Make failure to pay child support for over a year a felony charge in every state in America.

There are billions of dollars in back child support owed to single parents everywhere across America. Parents who raise children by themselves often find themselves in poverty, thus raising the amount of money spent on welfare programs. If we were to make it illegal (federally) for the people who do not pay child support for over a year not to pay there may be less cases of poverty. I think it should not only be illegal if they move from state to state but even if they stay in the state of the order.
