The Fair Sentencing Act to have the crack law ratio reduced but Congress did not act to make that law retroactive both H.R. 2242 and H.R. 2316 died with the 112th Congress, if they passed they would have impacted over 27,000 men that would have been freed and reduced the impact on the debt ceiling as a result.
