make a federal crime against giving bad business checks.

I own a small business with 39 employees. In order for
me to pay my suppliers and my payroll, I need to know
the checks that I receive from my customers will clear.
A good share of my customers, don't care if they bounce a check. I think they don't care because there is no pentalies
for giving bad checks. My business is in NYC and local
authorties don't enforce check laws because they are
to hard to build a case and they are to busy. Bad checks
could put you out of business and cause people to lose there
jobs. There should be stiff federal laws to keep people from
committing this crime.The state laws are just not good
enough.
