Make a federal law that domestic violence victims can receive a DVO without having to prove physical/sexual violence.

On Tuesday August 6th in Ft. Thomas Kentucky, Alisha Waters was shot 5 times by her estranged husband. He died from a self inflicted gunshot wound to the head.
Alisha became a quadriplegic.
Alisha is a true fighter, not only for herself but for everyone facing domestic abuse. Alisha and her family are trying to amend the law regarding the issuance of domestic violence/ restraining orders. The current law only allows granting a restraining order if there are previous signs of physical or sexual abuse making it a criminal statute. She and her family are trying to make it a civil statute - meaning stalking and abuse is reason enough to issue a domestic violence order.
Her estranged husband sent 186 abusive texts within 2 weeks, but because she wasn't abused, the judge dismissed her case.
