Make a Federal Law Enforcement agency that regulates all clearance levels and monitors what people use with there CL

This agency would have a high enough clearance to monitor Agencies,Military Personnel, White House Staff and Congress. With this agency we could stop National Security Threats before they happen and we could have less classified information leaked to foreign and domestic Terrorist Organizations or rouge nations.
